308 Colony Street is centrally located in Downtown Winnipeg and will be home to a socially-inclusive mixed-income, mixed-use, 21-storey high-rise. Developed in partnership with Lotus Holdings Winnipeg, the project will be part of the growing vibrant neighbourhood on Colony Street and will neighbor UWCRC 2.0 Inc.’s existing Muse Flats (opened 2020) and UWCRC’s Downtown Commons (opened 2016) buildings. The $56 million project will house 214 apartment units with two commercial spaces on the ground floor. The apartments will range from studio to two-bedroom units. This innovative project is designed feature net zero ready, with near net zero greenhouse gas emissions.
As with other UWCRC 2.0 projects, the building will aims to promote a diverse and inclusive community. The project is designed in a manner that limits distinctions between market and affordable units, fostering community amongst individuals with diverse socio-economic backgrounds. The 108-unit affordable housing program is geared to single-person households, in particular, persons who are immigrants, refugees, Indigenous, 18-35 years of age, youth aging out of care, 55+ years, and people living with disabilities. Affordable rent levels will be 59-69% of CMHC Median Market Rent for the neighbourhood. In addition, 30 percent of suites will be barrier-free or barrier-free ready.
The project has confirmed nearly $185,000 in development grant support from the federal and municipal governments, in addition to $200,000 by the Federation of Canadian Municipalities, with another $300k in other start-up funding applications pending. The Building has now progressed to full schematic design and Class C costing. UWCRC 2.0 has secured a $3 million impact investment via New Market Funds to be invested in the project, and has completed its submissions to the project primary funders and lenders and is in the assessment/underwriting process.
